Funding
Occupancy taxes are typically the way the visitor sector of the economy provides for destination marketing. Visitors to Loudoun County pay a dedicated 5% room tax when they stay in a county hotel. Two percent goes immediately into the Loudoun County general fund and three percent is restricted by state code and is reinvested in tourism promotion. This portion of the tax is referred to as the Restricted Transient Occupancy Tax.
In 2005 the Loudoun County Board of Supervisors adopted a Restricted Transient Occupancy Tax Funding Policy that stated that the LCVA would receive 75% of the restricted transient occupancy tax to perform core tourism services and that 25% would be allocated and used for tourism strategic growth initiatives through grants, requests for proposals, and other means based upon the Tourism Destination Strategy and the funding allocation adopted by the Board of Supervisors each year. The towns of Middleburg and Leesburg also contribute to the LCVA program budget through their public budget process.
The LCVA receives dues investments from tourism industry businesses who partner with the LCVA to position Loudoun County as a tourism destination for all types of travel. The LCVA also charges participation fees for cooperative advertising and sales initiatives. And the LCVA is fortunate to have industry sponsors who contribute cash and in-kind services to host programs for the tourism industry and to host travel decision makers such as travel and lifestyle media, meeting planners, and group tour planners.
The public/private partnership for funding tourism promotion is critical for tourism to thrive in Loudoun County and its jurisdictions.
